Pour une « mondialisation » de l’enseignement du FLE au Japon : enjeux et perspectives

Résumé

“Globalization” is not a synonym for “homogenization of the world.” Instead, globalization is accompanied by diversification, which means that it is more relevant and accurate to call the phenomenon “glocalization.” The fact that the term globalisation in French is colored by connotations of neoliberalism may lead us to recognize that it is more appropriate to call the phenomenon mondialocalisation in the French language. This mondialocalisation develops based not on a dichotomous relation but on a dialectical relation between the “universalization of particularism” and the “particularization of universalism.” To contextualize and understand the CEFR—a packet of tools designed and made available to promote plurilingualism/pluriculturalism in Europe, and considered today in Japan to be an example of “globalized European regional particularism,” we might have to go beyond the idea of a dialectic between the “universalization of particularism” and the “particularization of universalism” to establish a “cooperation of particularisms” among nations and regions, entities which might then share problems concerning its adoption.
La « globalization » n’est pas synonyme d’homogénéisation du monde. Elle s’accompagne de la diversification de ce dernier, ce qui signifie qu’il serait plus judicieux d’appeler ce phénomène « glocalization ». D’un autre côté, le fait que le vocable « globalisation » soit en français marqué par l’idéologie néolibérale nous amène à dire qu’il est plus légitime d’employer à sa place un terme neutre « mondialocalisation ». Cette « mondialocalisation » se développe en se fondant sur la relation non pas dichotomique, mais dialectique entre « universalisation du particularisme » et « particularisation de l’universalisme ». Pour contextualiser le CECR – parquet d’outils conçu et mis en œuvre pour promouvoir le plurilinguisme/pluriculturalisme en Europe et considéré maintenant au Japon comme étant un « particularisme régional européen mondialisé » –, il faudrait dépasser la dialectique entre « particularisation de l’universalisme » et « universalisation du particularisme » et, ce faisant, établir une « coopération de particularismes » entre des nations et régions afin qu’elles puissent discuter des problèmes relatifs à son introduction.
